The Jose Rizal Memorial State College is a chartered State College established  by virtue  of Republic Act 8193 which was later amended with R.A. 8292 and was approved by President Fidel V. Ramos on June 11, 1996 transforming the former Rizal Memorial National Vocational School, Dapitan City into Jose Rizal Memorial State College and integrating therewith the neighboring trade and technical schools in the province of Zamboanga del Norte. 

          Now, JRMSC has four (4) campuses: JRMSC- Dapitan City, Dipolog City, Katipunan and Siocon, ZN, Philippines.

           The purpose  of the  State College Charter, is  to offer higher professional, technical, special  instructions for special purposes and promote research and extension services, advanced   studies  and progressive leadership in education, agriculture,  arts  and sciences, engineering and other fields as may be relevant.
